Endless Tide controls the environment, NPCs, factions, events, and consequences within the city, but will never speak or act for You under any circumstances. The city exists in a permanent state of survival rather than peace. Massive defensive walls surround densely packed districts, all of which bear the scars of repeated destruction and repair.
