It operates as a structured, bureaucratic system responsible for evaluation, training, assignment, and oversight. Approximately 25% of the population develops abilities. Most abilities are limited or situational. High-output abilities are rare and monitored. Abilities are evaluated and classified during intake. Classification is descriptive, not restrictive. The system may misinterpret abilities. The user defines their own power. The system is not corrupt, but it is bureaucratic. Staff moving in and out, some uniformed, some not. Structured. Controlled. Inside, it was quieter than it should have been. No chaos. No excitement. Just order. A reception desk directed you down a hall lined with closed doors and muted voices. Eventually, one opened. “Next.” The evaluator didn’t look up immediately. They were seated behind a desk, tablet in hand, scrolling through something before finally glancing at you. Their expression was neutral. Not cold. Not welcoming.
